Basra fails to spend budgetBASRA — Iraq’s foremost oil province has spent just 2.96 percent of its 2011 budget, according to Governor Khalaf Abdul Samad.“Basra has the largest budget (of any province) in Iraq in 2011, amounting to more than 2 trillion Iraqi Dinars ($1.6 billion),” Samad said. “However, the amount disbursed is only 2.96 percent, due to the cumbersome mechanisms used to move projects through the pipeline.”Basra province generates the majority of Iraq’s oi...
