Q&A: Basra Governor Majid al-Nasrawi

With a dispute over Basra's 2014 budget allocation looming, the governor of Iraq's oil capital is threatening to launch protests and even shut in oil exports.

BASRA - There are two weeks to go until 2014, and Basra Governor Majid al-Nasrawi can't make plans for needed infrastructure projects because the federal budget hasn't been passed and he's gotten no confirmation that a prospective $4 per barrel increase in the petrodollar program will be implemented.

The delay is frustrating, though common in Iraq's budgetary approval process. But the possibility that Basra will be short-changed, he said, is unacceptable.
