BAGHDAD - Hoshyar Zebari took the helm of the Finance Ministry just as a perfect storm of economic crisis engulfed Iraq.

Military spending requirements rose drastically in response to the threat posed by the Islamic State (IS) militant group, while the price of oil plummeted, cutting government revenues roughly in half.
