		<description>Will the precipitous decline in oil prices force a reconsideration by the Iraqi central government of the ban on KRG oil sales? Since the KRG has made it plain that they intend to &quot;share&#039; proceeds per the constitution the bar to sales seems short sighted. 

Now that prices have been reduced  this position should be reexamined or else the Iraq budget in 2009 and 2010 will have a shortfall.(The current 70 bn surplus will not last the next fiscal year I&#039;m told.)
