An elaborate oil smuggling operation has been uncovered in Dhi Qar province, rattling local authorities, where a water purification factory on a remote stretch of highway was discovered to be tapping an oil pipeline.
"The incident is big and important," said Major General Sabah al-Fatlawi of Dhi Qar police, "because it was carefully planned and no one suspected anything. It was a systematic plan."
