This is the major issue holding up progress in Iraq and the lifting of the sanctions on Iraq. As of today, I believe a deal has been reached, but it is up to Iraq to take care of this....not the US. It is time America did the Iraqis a service and backed them in the negotiations with Kuwait, Kuwait will only follow US instructions. Whether America wants to help Iraq in the current political turmoil is of course a different matter.
