UPDATE: Parliament elects new president, prioritizes budget

After selection of Fuad Masum as president, the all-important budget must compete with political and security crises for politicians' attention.

BAGHDAD - Iraq's new Parliament is moving forward with the business of governing, electing Fuad Masum president on July 24 and making efforts to pass the long-delayed 2014 budget.

The election of Masum, a Kurd, represents a key step toward forming a new, inclusive government and addressing the country's interlocking political and security crises. Iraq's minority communities complain they have been marginalized, and a militant uprising has drawn strength from the acrimony.
