The four-year plan

Earlier this year, Iraq's new oil minister, Abdul Karim al-Luaibi, described in limited detail a four-year plan to expand the country's oil sector.

While such a plan was required by Parliament, it was also a response to protests in the country. Prime Minister Nouri al-Maliki said that he would use the plans to measure the progress of Iraq's ministers and determine if they would continue their jobs beyond the first 100 days in office.
