Iraq inches toward oil transparency

Seeking to combat the "resource curse," Iraq is moving forward – and hitting roadblocks – on its slow path toward oil sector transparency.

BASRA - Blinking under the glare of TV lights, Alaa Mohie el-Deen, Inspector General in Iraq's Ministry of Electricity, sat patiently with representatives of Iraqi civil society groups, as camera crews hustled into place.

After several false starts by the state-run Iraqiya TV crew, the participants began to discuss how Iraq audits its huge oil revenues and manages its financial relationships with some of the world's largest oil companies.
