HOUSTON - Iraq's refining sector could play a key role in helping the country emerge from a crippling financial crisis.

By boosting domestic production of refined fuel, the government could cut down on expensive imports while also adding value to the output of its domestic oil sector. Costs would fall and revenues would rise.
