Election fraud dispute veers toward constitutional crisis

BAGHDAD - Parliament retroactively amended Iraq's election law Wednesday to require a full manual recount of the May 12 voting results, adding new uncertainty to an already volatile political landscape.

The legislation also calls for removing the leaders of the Independent High Electoral Commission (IHEC), which is responsible for administering the election, and replacing them with a nine-member judicial panel, according to a text of the amended law published on the Parliament's website.
