Mazin Abu-Kulel Jabbar was the head of Iraqiya in Kirkuk and a top engineer with the state-run North Oil Company (NOC). Jabbar was the NOC official responsible for the Bai Hassan oil fields and was a candidate to head the NOC's production department.
