2012 draft budget hikes spendingBAGHDAD — The Iraqi Cabinet has begun discussing a draft 2012 budget that calls for more than a one-third increase in federal spending.The draft budget, which was presented in a special Cabinet meeting, includes allocations of 131 trillion dinars ($109 dollars).
