Q&A: Kirkuk Gov. Najmaldin Karim

Positioned between Baghdad and the KRG, Karim explains how he is negotiating to squeeze badly needed resources from both sides.

LONDON - Kirkuk Gov. Najmaldin Karim says that he's been able to bring greater stability to a heterogeneous and volatile province by focusing on a goal all of its residents can agree on: improving services.

But doing so takes money, and cash has been in short supply ever since Iraq's federal government and the Kurdistan Regional Government (KRG) fell into financial crisis. Kirkuk has felt the squeeze.
