ERBIL - Masrour Barzani, the new prime minister of the Kurdistan Regional Government (KRG), has finalized his Cabinet with a nearly complete shakeup – and will formally oversee a leaderless Ministry of Natural Resources, moving oil sector architect Ashti Hawrami to an advisory post after 13 years as minister.

The regional Parliament approved Barzani's government on Wednesday without a minister of natural resources, and what operational role Hawrami will play as advisor remains unclear. Vital to oil company investors, the minister sits on the five-member KRG Oil and Gas Council, which is the ultimate decision maker for significant contracts and direction within the KRG's energy sector.
