Iraqis need better Iraq, U.S. effort

New GAO report: Oil revenue surplus will cover budget deficit, but Iraqis in need of basics like water, while oil and electricity sector need billions of dollars.

Both U.S. and Iraqi efforts in providing services and reconstruction in the war-torn country are criticized in a new report by top U.S. auditors, which recommends Congressional action include, among other items, involvement in the oil sector.

Iraq has spent $2 billion on oil, electricity and water projects since 2003, compared to $9.5 billion from the United States.
