The Kurdistan Regional Government (KRG) on May 19 signed new upstream development deals for the first time in several years, creating a new flashpoint in oil policy disputes with Baghdad and prompting a swift rebuke from the federal Oil Ministry.

At a ceremony in Washington, DC, the KRG signed agreements with the U.S. companies HKN Energy and WesternZagros for the development of the Miran and Topkhana fields, two gas assets that had previously been contracted to other international oil companies (IOCs).
