NPR bureau chief explains oil dispute (with interview of Iraq Oil Report).

Iraq's first new oil wells in years began pumping this week. The oil is coming from the Kurdish region in the northern part of the country. The Kurds say they have the right to cut deals with foreign investors. The Iraqi government insists they're illegal. That confusion is keeping many foreign investors away until the dispute is resolved. NPR Baghdad Bureau Chief Quil Lawrence reports.
