BASRA - Iraq is leaning heavily on its refining sector as the government seeks to end costly gasoline imports and optimize production while limiting exports in response to OPEC-plus quota expectations.
As the deputy director general for technical affairs at the state-run South Refineries Company (SRC), Muntaser Kadhim Haloub is directly involved in several key projects in Basra, Missan, and Dhi Qar.
